RIYADH: Rent聽increases and fuel price rises across April saw聽萝莉视频 post an annual inflation rate of 2.3 percent for the second month in a row,聽official data showed.

According to the latest figures from the General Authority for Statistics, a 6.8 percent increase in the cost of housing, water, electricity, gas, and other fuels contributed to the rise.

Within this category, rents paid for housing rose by 8.1 percent, driven by an 11.9 percent spike in apartment rental prices, a category that holds significant weight in the overall index.聽

This comes as 萝莉视频鈥檚 real estate market continued its growth trajectory in the first quarter of 2025, with overall property prices rising 4.3 percent year on year.聽

The Kingdom鈥檚 inflation rate was similar to Middle Eastern neighbour Jordan, which posted a modest increase of 1.97 percent in the first four months of 2025, but significantly lower than the 13.5 percent registered in April by Egypt.

In its release, GASTAT stated that rental growth 鈥渉ad a substantial effect on the overall annual inflation rate for April 2025 due to the section鈥檚 weight, which amounted to 25.5 percent.鈥澛

The release showed that food and beverage prices also saw an increase of 2.2 percent, influenced by a 9.4 percent rise in vegetable prices. The prices of restaurants and hotels rose by 2 percent, driven by a 2 percent increase in catering services.聽

The education sector witnessed a 1.3 percent increase, mainly due to a 5.6 percent rise in fees for intermediate and secondary education.聽

The prices of furnishing and home equipment, however, decreased by 1.8 percent, driven by a 3.5 percent decline in furniture, carpets, and flooring prices.聽

Clothing and footwear prices dropped by 1.2 percent, with ready-made clothing prices falling by 2.1 percent.聽

Transportation costs also decreased by 1 percent, primarily due to a 1.8 percent reduction in vehicle purchase prices. Communication services saw a slight decrease of 1.5 percent.聽

Monthly inflation聽

The consumer price index recorded a slight increase of 0.3 percent in April compared to March.聽

This monthly increase was mainly influenced by the rise in housing, water, electricity, gas, and other fuels by 0.3 percent, driven by a 0.4 percent increase in actual housing rents and prices.聽

The report also noted a minor increase in food and beverages with 0.4 percent, restaurants and hotels with 0.7 percent, and personal goods and services with 0.8 percent, compared to the previous month.聽

Prices of education saw an increase of 0.2 percent, while furnishing and home equipment prices edged up by 0.4 and clothing and footwear prices went up by 0.2 percent.聽

There were decreases in the prices of recreation and culture by 0.4 percent and the transportation, communication and health section by 0.1 percent.聽

The prices of tobacco division products showed no significant change in April.聽

Wholesale Price Index聽

In another report, GASTAT revealed that the Wholesale Price Index reached 2 percent in April compared to the same month of the previous year.聽

This increase was mainly driven by a 4.5 percent rise in the prices of agriculture and fishery products, which was affected by a 6.9 percent rise in prices of agricultural products.聽

Prices of other transportable goods, excluding metal products, machinery and equipment, saw a year-on-year increase of 4.1 percent, driven by an 8.2 percent rise in the prices of refined petroleum products. Moreover, the prices of furniture rose by 9.3 percent.聽

Prices of food products, beverages, tobacco, and textiles remained unchanged in April, but ores and minerals prices dipped by 1.7 percent, due to a 1.7 percent decrease in stone and sand prices.聽

On a monthly basis, the WPI increased by 0.1 percent in April compared to March, attributed to a 0.7 percent rise in prices of agriculture and fishery products, driven by a 1.3 percent increase in the prices of agricultural products, and a 2.5 percent rise in the prices of fish and other fishing products.聽

The prices of metal products, machinery and equipment increased by 0.2 percent driven by a 1.1 percent uptick in the prices of basic metals and a 0.1 percent increase in the prices of equipment transport.聽

In a month-on-month comparison, the prices of ores and minerals increased by 0.1 percent, due to a 0.1 percent rise in the prices of stone and sand.聽

The prices of other transportable commodities except metal products, machinery and equipment, and the prices of food products, beverages, tobacco, and textiles remained stable, and did not record any significant relative change in April.聽

Global and regional inflation trends

Global headline inflation is set to keep moving down, with the World Bank projecting it to decline to 4.2 percent in 2025 and to 3.5 percent in 2026, 鈥渃onverging back to target earlier in advanced economies than in emerging markets and developing economies,鈥 according to an International Monetary Fund report in January.

Across the Middle East, inflation patterns show notable divergence. Lebanon has seen a dramatic slowdown, with annual inflation dropping to 14.2 percent in March from 70.36 percent a year earlier. This sharp deceleration stems largely from exchange rate stabilization, as the Lebanese pound has maintained a steady rate of about 89,500 to the US dollar since mid-2023.聽

鈥淚nflation is projected to continue declining across MENA economies, remaining elevated only in few cases,鈥 Jihad Azour, director of the Middle East and Central Asia Department at the International Monetary Fund, stated in April.

Meanwhile, Qatar鈥檚 inflation eased by 1.15 percent year on year in January, driven by declines in food, housing, and transport costs, according to data from the National Planning Council.

In late 2024, Gulf economies experienced measured inflationary pressures. Data from the Statistical Centre for the Cooperation Council for the Arab Countries of the Gulf showed that overall inflation across GCC states rose by 1.7 percent year-on-year in October.聽

RIYADH: Conflict-hit Middle Eastern countries have suffered severe economic shocks, with output losses surpassing 60 percent of gross domestic product in some cases, a senior International Monetary Fund official said. 

Speaking at an event on Global and Regional Economic Developments and Outlook in Riyadh, Jihad Azour, director of the IMF鈥檚 Middle East and Central Asia Department, identified Lebanon, Syria, the West Bank, and Gaza as among the most affected.  

The ongoing conflicts have severely disrupted economic activities, infrastructure, and trade in these areas, leading to deep recessions and humanitarian challenges that have compounded the economic fallout.

鈥淭hose countries over the last few years have been subjected to a lot of suffering, with a strong negative economic impact, with loss of outputs that could exceed 50 or 60 percent of GDP,鈥 Azour said. 

He noted that the ripple effects of these conflicts have extended beyond their immediate borders, saying: 鈥淭hose conflicts did not only affect countries who were subjected 鈥 but also had an impact on the neighborhood.鈥  

According to Azour, Egypt lost around $7 billion in Suez Canal revenues in under a year, largely due to disruptions in maritime trade routes. Meanwhile, Jordan saw a drop in tourism revenue, a sector crucial to its economic output and employment. 

The director highlighted that global trade tensions are another major contributor to economic uncertainty, citing the sharp increase in tariffs. 

鈥淭he rise in tariffs was extremely high. Went from something, for example, for the US 鈥 then less than 5 percent 鈥 to a peak of 30 percent. This is a big change in such a short period of time,鈥 he said.   

He emphasized that rapid developments, whether geopolitical or economic, are defining today鈥檚 global landscape, making it increasingly difficult for nations to maintain consistent projections.   

鈥淲e are at a moment where history is accelerated and developments are shaped very quickly,鈥 he said.   

In contrast to the turmoil facing some countries, Azour highlighted the relative stability and resilience of the Gulf Cooperation Council economies.   

Reflecting on the region鈥檚 evolving economic landscape, Azour said that diversification efforts have helped GCC nations weather global uncertainty.   

鈥淕CC economies have benefited from the effort of diversification to maintain a level of growth that could withstand any volatility in oil prices or any cut in oil production,鈥 he said.   

He continued: 鈥淥ver the last three to four years, we had a sustainable level of growth around 3 to 4 percent, 5 percent in certain cases. Thanks to the reforms and to the acceleration of transformation, this has helped GCC countries to maintain a high level of growth, despite the fact that the agreement under the OPEC+ has been extended several times.鈥   

Looking ahead, the IMF official expressed cautious optimism, suggesting that despite the current uncertain environment, the economic outlook across the region remains positive, particularly for oil-exporting nations. 

鈥淟et me first say that we expect, despite this maybe foggy background, we expect economies to recover this year across the board, in most of the countries in the region, yet the pickup of growth is going to be stronger in the oil-exporting countries, in particular in GCC, where we expect it also to increase by 1 percent this year and another 1 percent in 2026,鈥 he said. 

According to Azour, the anticipated recovery is largely fueled by strong performance and a stable contribution from non-oil sectors across the Gulf, driven by long-term diversification efforts. 

He also offered a more hopeful outlook for countries affected by conflict, noting signs of stabilization and early recovery. 

鈥淲e expect the post-conflict countries to preserve a certain level of growth this year and for some to start recovering,鈥 he said. 

Azour added: 鈥淭he good news is inflation is still under control in most of the countries except a few where the level of inflation is still at double-digit, but for most of the countries, it鈥檚 already now getting closer to their objective set in their monetary policy.鈥 

In a region facing mounting challenges, the IMF鈥檚 outlook underscores that reform, stability, and smart investment aren鈥檛 just options 鈥 they鈥檙e imperatives for resilience.

Tourism Minister Ahmed Al-Khateeb emphasized that this people-first approach is designed to balance the Kingdom鈥檚 rapid infrastructure development with heritage preservation and stronger community connections. The strategy, he said, forms a cornerstone of 萝莉视频鈥檚 broader ambition to become a leading international tourism destination.

Al-Khateeb鈥檚 remarks come amid the launch of TOURISE, a new platform introduced by the Kingdom to unite global leaders across tourism, technology, investment, and sustainability. The initiative aims to foster innovation and collaboration as 萝莉视频 accelerates its tourism growth while maintaining a focus on sustainable and inclusive development.

In an interview with CNN,  Al-Khateeb emphasized the importance of human connection in travel, stating: 鈥淲e want the experience in travel and tourism to be human.鈥

While acknowledging the role of innovation, Al-Khateeb stressed that technology should enhance 鈥 not replace 鈥 personal interaction. 鈥淲e will definitely always use technology, but we will encourage and protect鈥 human interaction because travel is all about people, he said.

The recently launched TOURISE platform, unveiled in late May, is designed to serve as a global forum bringing together key players in the tourism industry. According to Al-Khateeb, the initiative will unite regulators, operators, investors, and nongovernmental organizations to shape the future of a sector that accounts for 鈥10 percent of global GDP and 10 percent of global jobs.鈥

He described the initiative as 鈥渦nique鈥 in its ability to bridge government and business to foster innovation and sustainable development in tourism.  

The Kingdom welcomed 30 million international visitors in 2024, a 9.5 percent increase from the previous year.  This influx is part of the kingdom鈥檚 broader strategy to diversify its economy beyond oil. 

Riyadh is a focal point of the Kingdom鈥檚 destination development plans. 鈥淩iyadh is top priority. Riyadh winter is the most beautiful winter in the world,鈥 said Al-Khateeb, referencing attractions like Diriyah, King Salman Park, and the entertainment hub Qiddiya, which he described as 鈥渢he largest-ever built sport, entertainment and culture city.鈥  

Al-Khateeb pointed to the Red Sea as a top priority, noting the launch of new resorts under Red Sea Global.   

鈥淧eople love to visit the Red Sea, to explore the Red Sea,鈥 he said, highlighting the region鈥檚 appeal alongside heritage tourism and Arabian hospitality.  

Despite geopolitical challenges, Al-Khateeb maintained that 萝莉视频 is moving forward with confidence.  

鈥淲e鈥檙e happy to see that it鈥檚 de-escalation in many areas in the region. And I think what is happening in Syria is a very positive thing, and I hope the rest of the region will follow,鈥 he said.

JEDDAH: 萝莉视频鈥檚 King Khalid International Airport recorded the highest on-time departure rate among the Kingdom鈥檚 international airports in April, achieving 90 percent punctuality, official data showed.  

According to the monthly report published by the General Authority of Civil Aviation, the Riyadh-based hub outperformed larger airports such as Jeddah鈥檚 King Abdulaziz International, the Saudi Press Agency reported. 

The report comes as 萝莉视频 continues to push operational upgrades under its National Aviation Strategy, part of the broader Vision 2030 plan to position the Kingdom as a regional air transit hub. 

鈥淭he report issued in April 2025 indicated that King Khalid International Airport in Riyadh, King Fahd International Airport in Dammam, Abha International Airport, Neom International Airport, Turaif Airport, and Wadi Al-Dawasir Airport topped the advanced positions in the report,鈥 the SPA report stated. 

The rankings are based on data compiled by Matarat Holding Co. and exclude canceled flights. Performance is measured by flights departing or arriving within 15 minutes of their scheduled times. 

In the category of international airports handling more than 15 million passengers annually, the Jeddah-based King Abdulaziz International Airport recorded a punctuality rate of 78 percent, according to the study.  

For international airports serving between 5 million and 15 million passengers annually, King Fahd International Airport in Dammam secured the highest ranking with an on-time performance of 87 percent. Prince Mohammad bin Abdulaziz International Airport in Madinah, which also falls under this category, recorded a 72 percent rate. 

In the segment of international airports accommodating between 2 million and 5 million passengers annually, Abha International Airport posted the highest punctuality rate at 91 percent. This was followed by King Abdullah bin Abdulaziz Airport in Jizan with 90 percent, and Tabuk Airport with 82 percent. 

NEOM Bay International Airport led among international airports with fewer than 2 million passengers annually, achieving a 95 percent on-time departure rate. Other strong performers in this category included Al-Ahsa International Airport at 93 percent and Najran Airport at 89 percent. 

Turaif and Wadi Al-Dawasir airports recorded perfect performance among domestic flight hubs, achieving 100 percent on-time departures. King Saud bin Abdulaziz Airport in Al-Baha followed closely with 99 percent, while Bisha Airport posted 94 percent. 

At the airline level, national flag carrier Saudia reported an 89 percent on-time rate for arrivals and departures. Meanwhile, flynas achieved 86 percent for arrivals and 91 percent for departures, while flyadeal recorded 87 percent and 91 percent, respectively. 

Regarding specific flight routes, the Riyadh鈥揂bha domestic passage maintained a strong on-time departure rate of 96 percent. Other high-performing domestic routes included Riyadh鈥揟abuk and Riyadh鈥揇ammam, both at 96 percent, while the Jizan鈥揜iyadh route sustained its previous month鈥檚 rate of 95 percent. 

Internationally, the Riyadh鈥揂mman route recorded the highest on-time performance at 97 percent, followed by Riyadh鈥揃ahrain at 94 percent, Riyadh鈥揇ubai at 93 percent, and Riyadh鈥揔uwait at 92 percent. The Jeddah鈥揂mman route also achieved a 94 percent punctuality rate.

KUWAIT CITY: Kuwait鈥檚 minister of finance has authorized the country鈥檚 Investment Authority to carry out foreign borrowing operations and the Central Bank of Kuwait to conduct domestic borrowing operations on behalf of the ministry.

In March, Kuwait issued a decree law on public debt that outlined a framework for managing public borrowing, as the country prepares to return to global debt markets for the first time in eight years.

The law allows the government to issue financial instruments with maturities of up to 50 years and sets a ceiling for public debt at 30 billion Kuwaiti dinars ($97.9 billion), or its equivalent, in major convertible foreign currencies, said a statement on the official gazette.

Article 1 of the decision, signed by Finance Minister Noura Al-Fusam, authorizes the Central Bank of Kuwait, on behalf of the Ministry of Finance and 鈥渋n coordination and consultation鈥 with it, to carry out borrowing operations in Kuwaiti dinars or major convertible foreign currencies within the state 鈥渋n accordance with recognized financial instruments and methods.鈥

Article 2 authorizes the Kuwait Investment Authority, on behalf of the Ministry of Finance and 鈥渋n coordination and consultation鈥 with it, to carry out borrowing operations in major convertible foreign currencies in global markets 鈥渋n accordance with recognized financial instruments and methods.鈥

The last time Kuwait issued bonds was in 2017.

The Kingdom鈥檚 concerted efforts to modernize its arbitration infrastructure have resulted in a notable increase in the enforcement of arbitral awards. 

Since the enactment of the Arbitration Law in 2012, Saudi enforcement courts have processed approximately 35,000 enforcement applications, with the total value of awards exceeding $6.16 billion. 

In 2023 alone, the value of locally enforced arbitral awards reached nearly $800 million, with rulings involving foreign stakeholders totaling around $400 million, as noted by Saudi Justice Minister Walid Al-Samaani at the Third Saudi Commercial Arbitration Conference, held last year.

Karim Youssef, founder and executive chairman of Youssef + Partners, emphasized the strategic nature of Riyadh鈥檚 emergence as an arbitration hub. Speaking to Arab News, he said: 鈥淩iyadh鈥檚 rise is closely tied to Saudi Vision 2030, which emphasizes legal reform, transparency, and modernization.鈥 

He added: 鈥淭he government鈥檚 push for a more attractive business environment includes strengthening the rule of law and legal infrastructure, encouraging foreign direct investment, and creating confidence in dispute resolution systems for both local and international investors.鈥

The Saudi Center for Commercial Arbitration, established in 2016, plays a pivotal role in this transformation. 鈥淪audi鈥檚 rise comes through a focused approach, involving strong judicial openness to arbitration and the regulator benchmarking its conduct against international minimum standards,鈥 said Youssef.

He pointed out that the SCCA saw its caseload increase by a factor of 80 by 2021, a testament to the rapid development and effectiveness of the reforms.

The introduction of the 2023 SCCA Arbitration Rules further aligns 萝莉视频鈥檚 arbitration framework with global best practices. These rules incorporate the use of technology to streamline proceedings, enhance speed, control costs, and facilitate more direct communication between parties and the arbitral tribunal. 

Notably, they allow parties to attend hearings remotely, particularly for preliminary and procedural hearings, and enable the engagement of foreign lawyers and counsels, reinforcing 萝莉视频鈥檚 commitment to accommodating international legal practices.

Speaking to Arab News, Beirut-based attorney Jihad Chidiac highlighted the significance of these reforms, stating that 鈥渘otable changes include the 2023 rules of the Saudi Center for Commercial Arbitration, which introduce the use of technology to streamline proceedings, enhance speed, control costs, and facilitate more direct communication between parties and the arbitral tribunal.鈥 

He added that these rules allow arbitrations to be conducted in languages other than Arabic and permit the appointment of multinational arbitrators from any jurisdiction, crucial given Riyadh鈥檚 strategic position between Asia, Europe, and Africa.

This comprehensive legal infrastructure, along with Alternative Dispute Resolution-friendly courts, makes Riyadh a credible and competitive venue for international dispute resolution, attracting global commercial and investment disputes.

Global partnerships 

Chidiac explained that 鈥渢he establishment of the SCCA and the introduction of the 2023 SCCA Arbitration Rules further align with global best practices, drawing from renowned frameworks like the London Court of International Arbitration and the International Chamber of Commerce.鈥 

These reforms enhance Riyadh鈥檚 appeal as a trusted center for arbitration, fostering confidence among international businesses and institutions.

The Kingdom鈥檚 dedication to global dispute resolution is also demonstrated by its accession to international treaties like the New York Convention and the formation of strategic partnerships with major arbitration institutions.

In November 2022, the SCCA expanded its operations by opening its first office outside 萝莉视频 at the Dubai International Financial Center, operating under the name 鈥淪CCA Dubai鈥 and providing arbitration and mediation services in the UAE, positioning Riyadh as a key player in global dispute resolution services.

Developing local expertise 

Looking ahead, continuous and systematic application of key initiatives is essential for Riyadh to solidify its position as a global arbitration hub. 

Youssef emphasized the importance of ongoing support from the Ministry of Justice and the government, continued integration and implementation of Vision 2030, and alignment with international legal norms.
